If a substance of very high concern (SVHC) is listed on the REACH Authorization List, you can still use it. You just have to ask permission first. A manufacturer, an importer or a downstream user can apply for an authorization. Applications for authorization are submitted to ECHA. At the end of the authorization process, which includes a public consultation and then a committee risk assessment, the European Commission decides whether to grant or refuse authorisations. The deadline to apply for an authorization is today, 21 August 2013 for phthalates DEHP, DBP, BBP and DIBP, which were named for authorization in 2011. In fact, ECHA has already received the first application for authorisation under the REACH Regulation. The application, made by Rolls-Royce plc., concerns the substance Bis(2-ethylhexyl) phthalate (DEHP). The requested use relates to the processing of products containing DEHP during welding and manufacturing of propeller aircraft engines.
